“The enterprises boost villages development” targeted poverty alleviation proposes to encourage and fully respect the initiative spirit of enterprises and grass-roots units, adheres to the new concept of development, stresses their own characteristics， exploits the superiority of enterprises，adapts to local condition and enterprises, uses innovative assistance measures. It is also focused on three ways of assistance, including industrial poverty alleviation, employment poverty alleviation, and public welfare poverty alleviation. Over years, China Oceanwide Holdings Group has been committed to public targeted poverty alleviation. 　　On October 25th, 2010, approved by the Ministry of Civil Affairs, Oceanwide Fundation was established with original fund amount of 200 million yuan. 　　After the Central Conference about poverty alleviation and development work in November 2015, China Oceanwide has put the national poverty alleviation into the group's development strategy, and has maken a next-five-year plan (2016-2020) of two projects "public welfare poverty alleviation" and "industrial investment poverty alleviation". In order to promote targeted poverty alleviation, China Oceanwide has set up a leading group for poverty alleviation to strengthen the guidance of new round of poverty alleviation work.

　　Adhering to China Oceanwide's years of experience in education poverty alleviation, we target for helping in education, develop and implement a long-term plan of education poverty alleviation in the support of relevant departments.

　　Oceanwide Education Aid Program: a walking tour to six provinces.

　　After Spring Festival in 2016, Lu Zhiqiang led the investigation team to Xundian County, which is one of the national poverty alleviation counties in Yunnan Province. We decided to donate 50 million Yuan to fund college students to complete their studies in five years .From August 2016 to August 2020, this program will donate 10 million Yuan to 2,000 college students from poor families in Xundian each year, and each of them will be funded 5,000 Yuan to help them complete their studies. 10,000 college students will be supported in five years. In addition, 22.18 million Yuan will be donated to the construction of solar photovoltaic demonstration poverty alleviation project and 21 million Yuan to the construction of the red education base project.

　　After the initial pilot and on-the-spot investigation, based on the “Tongxin Guangcai Education Program” and “Oceanwide Sail University Students Entrepreneurial Action”, COHG decided to implement the Oceanwide Education Aid Program. The program is implemented as below: COHG will donate 50 million Yuan to Guangxi, Chongqing, Hubei, Guizhou, Shandong, and Shannxi provinces (autonomous regions and municipalities) respectively each year from 2016 to 2020, totaling 1.5 billion Yuan in five years, with a view to benefiting 10,000 college students from local registered poor families each year (i.e. donation of RMB 5,000 Yuan to each student from poor families, totaling 300,000 college students in five years. )

On May 8th, 2016, United Front Work Department of the CPC Central Committee held the seminar for initiation of Oceanwide Education Aid Program, Lu Zhiqiang (left two) attended the meeting.

　　United Front Work Department of the CPC Central Committee attached great importance to this. On May 8th, 2016, the seminar for initiation of Oceanwide Education Aid Program was held, the Ministry of leadership proposed to make an active deployment to promote the implementation of “Oceanwide Education Aid Program”. From May 9th to June 7th, Lu Zhiqiang led the team to six provinces (autonomous regions and municipalities) , signing theframework agreement on “Oceanwide Education Aid Program” with the local government or local provincial Party Committee United Front Work Department. The main leaders of Provincial Party committee and government of six provinces (autonomous regions and municipalities) and the United Front Work Department attended the signing ceremony, gave a full affirmation and high appreciation to this program.

　　In order to implement the framework agreement on the "Oceanwide Education Aid Program" and to implement the funding scheme timely and accurately, China Oceanwide and Bohai Bank, through friendly negotiations, would carry out strategic cooperation on funds issued for students assistance and college entrepreneurship financial services. Oceanwide Foundation in conjunction with six provinces (autonomous regions and municipalities) functional departments and the Bohai Bank signed the "Quartet agreement". The parties are responsible for their duties and for ensuring the allocation of 1.5 billion Yuan issued to 300,000 students timely and accurately in five years. In addition, Bohai Bank also provides student loans and entrepreneurial financial services to students.

　　In the joint efforts of all parties, on August 25th last year, China Oceanwide has donated the first 300 million Yuan to six places, and issued to 60,000 freshmen through the Bohai Bank.

Oceanwide Education Aid Program Donation Ceremony was held in Jinping County, Qiandongnan Prefecture.

　　From 2012 to 2016, China Oceanwide has jointed implementation of "Tongxin Guangcai Education Program" with Shandong Provincial Party Committee United Front Work Department to fund excellent students from poor families in 32 universities. They have funded a total of 5,800 students, issued a total of 29.01 million Yuan.

　　In addition, Oceanwide Foundation will donate 1.5 million Yuan each year to Guangxi "Oceanwide ?United Class" from 2016 to 2020 each year, financing nutrition dinner for students in poor area, totaling 7.5 million Yuan in five years.

　　"Oceanwide Sail”—— Funding the innovation of college students' entrepreneurship

　　In recent years, "public entrepreneurship, innovation" inspires many college students to start entrepreneurship. Since 2010, in order to support the students' employment and entrepreneurship, especially to help the poor but aspiring youth out of poverty, China Oceanwide and China 's Western Talent Development Foundation have jointly planned and implemented. China Oceanwide donated 10 million Yuan annually for "Oceanwide Sail——University Students Entrepreneurial Action ” in Chongqing, Kunming, Lanzhou in five years.

　　From 2010 to 2015, " Oceanwide Sail——University Students Entrepreneurial Action” has funded a total of 761 entrepreneurial projects in Chongqing, Kunming and Lanzhou and promoted the employment of more than 8100 college students. The Oceanwide pattern of "public welfare organization planning, selfless donation of enterprises, strongly support of local government, entrepreneurial students participate actively" is appeared.

　　For example, Ran Yongdi, a recipient in Lanzhou. He is engaged in digital, intelligent, information technology solutions and e-commerce, mobile Internet related work. At present, the company has made "soft certification, high-tech enterprise qualification, ISO9001:2008 quality management system certification and other qualifications. Ran Yongdi has obtained 3 software invention patents and he is applying for 3 and 5 software copyrights.

　　" Oceanwide Sail——University Students Entrepreneurial Action” won the Ninth China Charity Award "the most influential public welfare project award". On September 26th, 2015, China Oceanwide and China 's Western Talent Development Foundation signed a donation agreement again on " Oceanwide Sail " project. They decided to donate 50 million Yuan in 5 years, expanding " Oceanwide Sail——University Students Entrepreneurial Action” to Shandong province. On September 25th, 2016, they decided to donate an additional 50 million Yuan, expanded the project to Hubei, Wuhan Province, making more entrepreneurial students benefit from this project.

　　Last year, " Oceanwide Sail——University Students Entrepreneurial Action” funded a total of 356 entrepreneurial projects in Chongqing, Kunming, Lanzhou and Shandong , promoted the employment of nearly 2000 college students.

　　Shandong WuKangxuan Modern agriculture development Co., Ltd. is the beneficiary of this project. The company is a home business founded by 5 young college graduates. In 2014, the company undertook the Shandong modern agricultural walnut industry project, transferred more than 1500 acres of land .The company is supported by science and technology to create a intelligent forestry platform, taking "Internet +" as center to organize creative activities, combining development with targeted poverty alleviation. The company has held many activities like 2015 "Three yangs bring bliss" Spring Arbor Day, 2016 Jining Youth Green Alliance Conference, Chinese Ancient Literature Search Summer Camp and so on. At the same time, the enterprise has led more than 600 local people employment, trained more than 100 forestry farmers, 500 farmers," private customization", "introduction to improve technology", helping poor families more than 30 households.

A college entrepreneur in Shandong, the chairman of Shandong WuKangxuan Modern Agriculture Development Co., Ltd., Zhang Guohua leads more than 600 people to obtain employment and achieve prosperity through entrepreneurship.

　　On October 16th last year, on the “Enterprises boost villages development” targeted Poverty Alleviation Forum, the secretary general of Oceanwide Foundation, Li Jianchang proposed, “Enterprises boost villages development” Targeted Poverty Alleviation is an effective approach and important entry point for enterprises to participate in poverty alleviation. Participating in this action for enterprises is not only social responsibility and obligation, but also makes larger contribution for the targeted poverty alleviation."Anti poverty, anti ignorance first", “help poverty, help intelligence first, is the fundamental measure of targeted poverty”, is the firm foundation for poverty alleviation, is the only way to build a well-off society.
