In response to PresidentXi Jinping’s call of “targeted poverty alleviation, precise poverty alleviation, and win the Battle against Poverty”, China Oceanwide Holdings Group (COHG)incorporated the poverty alleviation work into the group’s five-year developmentstrategy at the end of 2015, and prepared the two five-yearimplementation plans -- poverty alleviation by industrial investment and public welfare for thenext five years (2016 – 2020), and established leadership group tostrengthen the guidance for COHG’s new round of povertyalleviation work.

　　In compliance with the request of the Central Committee --- “first anti-poverty and ignorance, intelligence support before poverty relief, and poverty alleviation through education” measures, as well as poverty alleviation action of “enterprises’ lifting villages out of poverty”, Lu Zhiqiang, president of COHG, studied and carried out the spirit of the CPC Central Committee, conducted in-depth investigation many times, made a summary review of the practice of poverty alleviation through education, took education aid as the focal point of targeted poverty alleviation, and prepared and implemented the long-term plan for targeted poverty alleviation through education under the strong support from relevant departments. 

　　After the initial pilot and on-the-spot investigation, based on the “Tongxin Guangcai Education Program” and “Oceanwide Sail University Students Entrepreneurial Action”, COHG decided to implement the Oceanwide Education Aid Program. The program is implemented as below: COHG will donate RMB 50 million Yuan to Guangxi, Chongqing, Hubei, Guizhou, Shandong, and Shannxi provinces (autonomous regions and municipalities) respectively each year from 2016 to 2020, totaling RMB 1.5 billion Yuan in five years, with a view to benefiting 10,000 college students from local registered poor families each year (i.e. donation of RMB 5,000 Yuan to each student from poor families, totaling 300,000 college students in five years.)

　　United Front Work Department of the CPC Central Committee attached great importance to this. Sun Chunlan, member of the Political Bureau and minister of United Front Work Department of the CPC Central Committee gave full affirmation and important instruction to Oceanwide Education Aid Program. On May 8, 2016, United Front Work Department of the CPC Central Committee held the seminar of Oceanwide Education Aid Program, started mobilization and deployment, and gave full support and guidance. 

　　OnMay 8, 2016, United Front Work Department of the CPC Central Committee held theseminar for initiation of Oceanwide Education AidProgram, in which Quan Zhezhu, deputy minister of United Front Work Departmentand Lu Zhiqiang, president of COHG, participated.

From May 9, 2016 to June 6, 2016, LuZhiqiang, president of COHG, led the team to go to sixprovinces (autonomous regions and municipalities) over 28 days, discussingabout Oceanwide Education Aid Program with the leaders from provincial partycommittee, provincial government, and United Front Work Department, and signingthe framework agreement on Oceanwide Education AidProgram with thegovernment of Guangxi Zhuang AutonomousRegion, Hubei and Shanxi Province, and United Front Work Department of GuizhouProvince, Chongqing City and Shandong Province.

　　Guangxi:On May 10, 2016, Peng Qinghua, PartySecretary of Guangxi Zhuang Autonomous Region met Lu Zhiqiang, president ofCOHG, in Nanning, witnessing the signing of the framework agreement on Oceanwide Education Aid Program between regionalgovernment and COHG. Based on this agreement, COHG will donate RMB 5000 yuan to each of 10000 college students from poor families each year to support their study from2016 to 2020, totaling RMB 250 million yuan in five years to benefit 50000students from poor families.

　　Chongqing:On May 25, 2016, Lu Zhiqiang, president of COHG, led a team to attend the signing ceremony of theframework agreement on Oceanwide Education Aid Program. Zhang Guoqing, deputysecretary of Chongqing Municipal Party Committee, met with Lu Zhiqiang, president of COHG, witnessing thesigning of the framework agreement. Based on this agreement, COHG will donateRMB 5,000 yuan to each of 10,000 college students from poor families registeredin Chongqing each year to support their study from 2016 to 2020, totaling RMB250 million yuan in five years to benefit 50000 students from poor families.

　　Hubei:On May 26, 2016, COHG and HubeiProvincial government signed the framework agreement on Oceanwide Education AidProgram in Wuhan. Li Hongzhong, secretary of Hubei Provincial Party Committee,met with Lu Zhiqiang, president of COHG. Based on this agreement, COHG willdonate RMB 5,000 yuan to each of 10,000 college students from poor familiesregistered in Hubei Province each year to support their study from 2016 to2020, totaling RMB 250 million Yuan in five years to benefit 50,000 studentsfrom poor families.

　　Guizhou:On May 30, 2016, Sun Zhigang, deputysecretary of Guizhou Provincial Party Committee and governor of Guizhou Province,met with the team led by Lu Zhiqiang in Guiyang,witnessing the signing of the framework agreement on Oceanwide Education AidProgram by and between United Front Work Department of Guizhou Provincial PartyCommittee and COHG. Based on this agreement, COHG will donate RMB 5,000 yuan toeach of 10,000 college students from poor families registered in Guizhou Provinceeach year to support their study from 2016 to 2020, totaling RMB 250 million Yuanin five years to benefit 50,000 students from poor families.

　　Shandong:On June 3, 2016, Gong Zheng, deputy secretary of Shandong Provincial PartyCommittee, and Wu Cuiyun, member of standing committee and minister of UnitedFront Work Department of Shandong Provincial Party Committee, and Lu Zhiqiang,president of COHG, witnessed the signing of this agreement. Based on thisagreement, COHG will donate RMB 5,000 yuan to each of college students frompoor families registered in Shandong Province each year to support their studyfrom 2016 to 2020, totaling RMB 250 million yuan in five years to benefit 50,000students from poor families.

　　Shannxi: Onthe afternoon of June 6, 2016, Shannxi provincialgovernment and COHG signed the framework agreement on Oceanwide EducationAid Program. Lou Qinjian, secretary of Shanxi Provincial Party Committee, metwith Lu Zhiqiang, president of COHG. Based on this agreement, COHG will donateRMB 5000 Yuan to each of 10000 college students from poor families registeredin Shannxi Province each year to support their study from 2016 to 2020,totaling RMB 250 million Yuan in five years to benefit 50,000 students frompoor families.

　　On May 10, 2016, the signing ceremony ofGuangxi Oceanwide Education Aid Program was held in Nanning,Guangxi Province. Lu Zhiqiang, president of COHG, and Peng Qinghua, secretary ofGuangxi Zhuang Autonomous Region witnessed the signing ceremony.

To ensurethe grant ofOceanwide Education Aid Program to the aided students in atimely and safe manner, Lu Zhiqiang, president of COHG, signed the “strategiccooperation agreement on education on poverty alleviation”with China Bohai Bank on behalf of COHG, and authorized China Bohai Bank togrant Oceanwide Education Aid Program to the students of six provinces(autonomous regions and municipalities). 

　　OnJuly 8, 2016, COHG signed the “strategic cooperation agreement on educationpoverty alleviation” with China Bohai Bank.

　　Based on this agreement, OceanwideFoundation signed the quartet cooperation agreement (ShannxiProvince as the third party) with the educationauthority (bureau), education foundation, and China Bohai Bank of the sixprovinces (autonomous regions and municipalities) from July 19, 2016 to August29, 2016, and defined the procedure and requirement for grant of OceanwideEducation Aid Program, their respective duties and time limit for thecompletion, to promote the performance of their respective duties and ensurethe grant of Oceanwide Education Aid Program in anaccurate, safe and timely manner.

　　COHGand Oceanwide Foundation, together with United Front Work Department, educationauthority (bureau), education foundation, poverty relief office, and ChinaBohai Bank of the six provinces (autonomous regions and municipalities), wouldcarry out the work according to Framework Agreement on Oceanwide Education AidProgram and Quartet/Tripartite Cooperation Agreement, coordinate and solve theproblems faced by all parties in the work in time toensure the smooth progress of the work. To strengthen thepropaganda of Oceanwide Education Aid Program, COHG established the website“Oceanwide Energy”in August, and set up columns to answer the questions raisedby the aided students online.

　　Under the strong support and guidance of United Front Work Department of the CPC Central Committee, withthe joint efforts of government, United Front Work Department, poverty reliefoffice, education department of the six provinces (autonomous regions andmunicipalities) and COHG, the Oceanwide Education Aid Program has beenimplemented ina smooth manner and achievedsignificant results.

OnAugust 25, 2016,Oceanwide Foundation allocated thefunds for the first phase -- RMB 300 million Yuan to the six provinces(autonomous regions and municipalities). COHG Foundation has received 60,000 pieces of data for aided students from different provincesbefore September 25, 2016. A total of 59,368 bank cards usedfor the donation have been opened by China Bohai Bank. As for the other 632aided students, for whom China Bohai Bank didn’t open the bank card due to thelack of their identity information, local authority of the six provinces(autonomous regions and municipalities) will directly grant the financial aidfor education in a proper way.

　　The six provinces(autonomous regions and municipalities) where the OceanwideEducation Aid Program is implemented are underdeveloped economicregions or major educational provinces. The sixprovinces (autonomous regions and municipalities) unanimously agreed OceanwideEducation Aid Program aims at the college studentsfrom poor families, and is considered as the largest donation from enterprise.

Under the support of COHG Financial Aidfor Education, 60000 college students from registered poor families and other types of poor families can enter the colleges ina more confident and smooth manner, which can lighten financialburden for their families. Thus, Oceanwide Education Aid Program would benefitmore poor families and members, make them to feel the warmth of society, and makecontribution for the targeted poverty alleviation.

　　During the implementationof the program, united front work departments and education departments atall levels attached great importance to positive guidance to the students frompoor families, encouraged their diligent study and aspireof becoming talent and enhanced their gratitude withsocial care, and guided them to treasure and utilize thefunds in arational way. The aidedstudents expressed their desire to treasure the love from the country, departments, and COHG, andexpressed that they would study hard after entering the college, and serve thecountry and society with excellent results, and pass on this love continually.  

　　The implementation of the OceanwideEducation Aid Program is also COHG’s management philosophy of “consistencyof socialgoals, corporate goals and personal goals”, “consistency of　social responsibilities,corporateresponsibilities and personal responsibilities”, and “consistency of social benefits, corporate benefits and personalbenefits”, as well as core value of “benefit from and contribution to thesociety”. Oceanwide Education Aid Program reflects enterprise’s performance of socialresponsibilities, and contribution to and efforts fortargeted poverty alleviation.

　　To sum up experience, makeimprovement, and implement the program of Oceanwide Education Aid Program in2017 and thereafter, COHG held the work seminar of implementation of the program of Oceanwide Education AidProgram in Minsheng Financial Center where COHGoffice is located on November 8, 2016. In the seminar, representatives of the six provinces(autonomous regions and municipalities), COHG, Oceanwide Foundation and ChinaBohai Bank introduced their work experience this year respectively, pointed outexisting problems and shortcomings, and put forward opinions and suggestionsfor improvement, so as to lay a foundation, provideconditions, and make preparation for Oceanwide Education Aid Program in2017 and thereafter.
